Red Bull accused their rivals of staging a campaign for a penalty for breaking the budget cap.

A couple of hundred thousand dollars is the amount of money in contention in the team's financial submissions.

A suggested penalty has been offered to Red Bull by the governing body of the sport's governing body.

Red Bull wanted to close the deal on 2021.

The details of the offer have not been released.

In the wake of a letter McLaren Racing chief executive Zak Brown wrote last week, Red Bull breaching the $145m cap in 2021 "constitutes cheating", according to comments made by Red Bull team principal Christian Horner.

Wolff and Binotto gave interviews at the Singapore Grand Prix when Red Bull's violation became public knowledge.

Red Bull has been found guilty of both a minor and a procedural violation of the financial regulations. Up to 5% of the cap can be a minor violation.

The 5% window and number of possible punishments listed in the regulations have contributed to a concerted campaign for there to be a "drastic penalty" on Red Bull.

The leaking of information has been disappointing. Three weeks of abuse is what we are subjected to suddenly. It's not right to see a letter accusing us of cheating and faking it, and this has to stop.

The children of Red Bull employees had been bullied in school, and that's why the company's CEO was appalled at the behavior of some of their competitors.

He said it was shocking for a competitor to accuse you of cheating. It was not possible to make that kind of accusation.

Since Singapore, we've been on trial. Numbers have been put out in the media that are far out of reality. Damage to the brand and partners to our drivers.

Red Bull hopes to resolve the talks with the FIA before the end of the US Grand Prix weekend, but it's not certain if that will happen.

The matter would go to the sport's cost-cap adjudication panel if they couldn't reach a deal with the FIA.

It could take another six or nine months for it to be drawn out. It's not our intention.

The rule clarification in June had changed the way unused parts were assessed under the cap and had an effect on our submission.

Brown and Capito were both present at the news conference and both said they had not been affected.

The way we operated in the cap didn't benefit from a development or operational perspective in the next two years.

We expected certain things to be challenged as well as the process in a brand new set of regulations when we submitted our submission. The expectations to police this were clear from our side.

"After this situation is over, there will be complete transparency and I will talk you through the reasoning behind our submission and why we felt each of the line items that have been challenged," he said.

It should be transparent. There won't be a secret deal. All of it will be aboveboard.

The cost cap will be rendered useless if Red Bull is given a significant punishment for breaching it, so they should act as a warning to all teams.
