Russian President Volodymyr Zelenskyy said on Thursday that Russia is ready to flood dozens of towns in an attack on Ukraine.

Zelenskyy said in a meeting with the European Council that Russia was creating the grounds for a large-scale disaster in the south of Ukrainian.

According to Zelenskyy, mines were placed at the power plant. The claim was not immediately verified by Insider.

The Dnipro river is two miles wide and is fed by the dam.

It is located in the Kherson region, where Russian soldiers are under attack from the Ukrainians.

More than 80 settlements, including Kherson, will be in the zone of rapid flooding if Russian terrorists blow up the dam. Hundreds of thousands of people could be affected.

Zelenskyy said that Russia was doing this in order to organize another false flag operation.

Zelenskyy said that the loss of the dam could cause a lot of damage. He said that the Zaporizhzhia Nuclear Power Plant could be at risk.

He said that Russia has complete control over the station.

The interior ministry advisor shared part of Zelenskyy's speech.

The Institute for the Study of War said on Wednesday that Russia was likely preparing a false flag attack on the dam.

The think tank didn't know if mines had been placed.

Russia believes that Ukraine will launch an attack over the next few days. The head of the Russian-installed Kherson government made a claim on October 14.

Maps showing the potential effect of flooding have been shared by pro-Russian Telegram accounts. These efforts are part of Russia's plan to make a false flag attack. False-flag attacks are considered a hallmark of Russian warfare.

Russian forces have been grappling with a slow but determined counteroffensive launched by Ukraine in August. The city of Kherson was going to be evacuated on Wednesday.

Flooding from the explosion of the dam would be used by Russia to cover any retreat by its forces eastwards, as well as providing a distraction from its losses.

The water supply in occupied Kakhovka could be affected by the damage to the dam. The Dnipro canal is the main source of water for the peninsula.

Russia has been attacking the energy infrastructure of Ukraine. Zelenskyy said that Russia has destroyed around 30% of the power stations in Ukranian.
