Larys Strong is playing a game.

The second son of Lyonel Strong was introduced in House of the Dragon as a Littlefinger type character. He hides on the fringes watching and listening, trades information, and proves he can be brutally ruthless in order to climb the power ladder.

He's been Queen Alicent's right-hand man since then, feeding the monarch information and assisting her in her own quest to advance the fortunes of House.

That was what he was doing. The waters were muddy from episode 9. What did it say about what Larys might be up to? Let's talk about it.

What did Larys Strong do in episode 9?

Larys brings about more death. This time, the victim is poor old Lord Caswell, whose attempt to flee the castle ends with him being hauled before Otto Hightower and given "the King's justice"

Larys was stopped by Hightower who mentioned all the time he had spent with the Queen.

Larys said there was no reason those hours could not benefit you.

Larys tells Alicent about the web of spies in King's Landing run by the White Worm, which her father used to track down.

It's been beneficial to those who will feed the weaver. There is a lady-in-waiting. Even though there are more like her, I don't know their number. Otto has an advantage that can be destroyed. It needs to be removed from the head.

The White Worm's home is on fire when Queen Alicent agrees to this and a hooded figure walks off into the night.

What did Larys Strong's conversation with Otto Hightower mean?

It looks like Larys Strong was helping Queen Alicent. Larys tells her Otto's information source because she disagrees with her father's desire to have Rhaenyra killed.

He might be on her side. After the scene was cut short, what was said about his meetings with Alicent? Otto was offered something by Larys. Otto is aware of the spy network and the White Worm because he was told about Rhaneyra and Daemon's brothel visit in episode 4.

If it isn't that, then what? It's possible that it's related to the killing of the White Worm, which Larys promised Alicent would take care of. Is it possible that he tipped Otto off prior to setting the fire so that he could tip off the White Worm?

Maybe the plan was to lull Alicent into a false sense of security by making her think that the web of spies watching her is no longer active.

It's not easy to say who Larys is on. He might be telling Otto and Alicent what they want to hear so he can stay on their side. If the White Worm is still alive, that could be a sign that Larys has made a deal with Otto.
