The Wall Street Journal reported that the US warned Saudi Arabia that it would be seen as siding with Russia if it cut production.
Russia praised the cuts in oil production targets by the group.
The foreign minister of Saudi Arabia said on Tuesday that the decision to join the group was for economic reasons.
Biden's stance on Saudi Arabia is very different from his previous engagement with the Kingdom.
The US needs to rethink its relationship with Saudi Arabia, which gets a lot of military assistance from the US, according to some Democrats.
John Kirby said on Tuesday that Biden was willing to start re-examining the relationship immediately.
