According to a report published Tuesday, Musk turned down a request from the Ukrainians to extend his satellite internet service to the peninsula because he was afraid of a nuclear war.
Musk and the US government provided thousands of Starlink systems to the Ukrainians after Russia invaded the country. The service's low energy requirements have allowed it to be connected to drones that can provide real-time intelligence on Russian movements.
There have been issues recently. The Financial Times reported last week that the service was experiencing "catastrophic" outages on the frontlines and that it had been shut off in areas controlled by Russia.
Musk said that he couldn't comment on battlefield conditions. In late September, Musk said that the satellite service was being deliberately disabled.
Ukraine's Ministry of Defense did not respond to questions.
In a conversation with Bremmer, Musk said that he had been asked by the Ukrainian defense ministry to use Starlink in the area that was annexed by Russia. Musk wasfused the chance to escalate.
According to Bremmer, Musk claimed to have recently spoken with Putin and that he is prepared to negotiate. The base for Russia's naval forces on the Black Sea is located in the vicinity of the Crimean peninsula.
Musk wrote that he had spoken to Putin only once and that was 18 months ago. He said the topic was space.
There is concern among arms control experts about whether Putin and his top advisers may contemplate an attack with a nuke from their vast arsenal.
