Spears frustrated by roughing the passer call on the Chiefs (1:51)

Spears is upset about the roughing the passer penalties. There is a time and a place for it.

A person with direct knowledge of the matter tells The Associated Press that roughing the passer penalties will be discussed by the league.

The person said that the rule won't be changed during the season. The person said the league didn't give officials a directive to emphasize roughing calls.

The owners of the National Football League will meet in New York. Most of the recommendations for rule changes are made by the Competition Committee. Rule changes that need 24 votes to pass can be proposed by teams.

Video review of roughing calls could be one idea suggested by Chris Jones after he was flagged.

In the Ravens-Bills game a week earlier, a critical call was made late in the fourth quarter on a play that many thought did not merit a flag.

In the Falcons-Buccaneers game, a borderline roughing penalty was called when Vita Vea was pushed into the quarterback.

The only rule where referees are told to be careful is roughing the passer.

When the referee is unsure about a call, he should always call roughing the passer.

Jones has been flagged for roughing the passer nine times in his career.

We have to be able to look at it in the booth. Jones made a statement. That's the next step for the league as a whole. Sometimes looks can be deceiving, so we need to be able to review it and make sure.

The league made pass interference reviewable for one season after an egregious missed foul cost the New Orleans Saints a trip to the Superbowl.
