Ukrainian President Volodymyr Zelenskyy will speak to an emergency meeting of G-7 leaders on Tuesday.
Ukrainian Ambassador to the United Nations Sergiy Kyslytsya said that at least 14 people were killed in the strike.
According to Kyslytsya, the targeting of civilians is a war crime.
