Rafiq apologized for a Facebook exchange from 2011.
The former coach was suspended by Yorkshire for something he said on his account.

The racism scandal began when Rafiq, a former Yorkshire spinner, made allegations.
He said he had no excuse when his Facebook messages came to light.
The 16 people who had their employment terminated by Yorkshire in December were all related to Rafiq.
He had been out of work for a month for the same thing. He said at the time that he was unaware of the offensive nature of the term used and that he had deleted the account.
He will not be involved in the process of the Disciplinary process.
The 38 year old fast bowler was found to have used a racially offensive term in two of his social media posts, which were deleted in November last year.
After a complaint from a member of the public, a picture of the two men posing together was deleted from the photo-sharing website.
