The transition process between the administrations of Donald Trump and Joe Biden had already been rocky, as Trump refused to formally concede the race in public and his campaign attorneys were still trying to figure out ways to overturn the results.

The former congressman from North Carolina and the former chief of staff to the vice president were communicating with each other in order to navigate the transition process.

It was complicated by Trump's insistence that he had won the election.

Trump was attracted to graphics, charts, and other data-driven visuals, according to the Times report.

In November 2020, after Biden had been declared the president-elect by virtually every major news outlet, he was told that he needed to get the intelligence briefings.

During his time as vice president, Biden got daily briefings.

The president never does that. That hasn't happened.

The request was so beyond the experience of the man that he could not understand it.
