New York City Mayor Eric Adams declared a state of emergency on Friday in order to deal with an influx of migrants bussed from border states.
Adams ordered the creation of temporary humanitarian relief centers for assistance to asylum seekers, including food, medical care and assistance in finding shelter.
According to the emergency executive order, the city has already opened 42 shelters for asylum seekers, but those shelters currently have their highest-ever populations.
More than 17,000 migrants from Texas have arrived on buses in El Paso since April, including 2,896 families with children.
Adams called for the federal and state governments to contribute to fund housing and other services for the migrants at a press conference.
The city's shelter system is not designed to deal with the buses full of migrants that come in the early morning or late night.
In April, the first Latin American and South American migrants arrived in Washington D.C. The move was labeled a "publicity stunt" by the White House. The program was launched in response to Biden's immigration policies and the cancellation of Title 42, which allowed border officials to send migrants back across the Mexican border. The order was blocked by a federal judge in Louisiana. Abbott said Texas is sharing its pain with the rest of the country. In July, the mayor of Washington D.C. activated the D.C. National Guard to address a "humanitarian crisis."
Plans to establish a humanitarian relief center on Randall's Island in New York City has come under fire from City Council members who argue the site carries "environmental challenges" Adams had once considered using cruise ships as temporary housing for migrants. He said last month that the city was close to breaking point.
