The Japanese government said that a North Korean missile flew over Japan before crashing into the Pacific.
The missile appeared to land in the Pacific after it passed over one of Japan's islands.
Government officials told NHK that the missile flew more than 4,000 kilometers and landed outside of Japan.
NHK reported that residents of two northern Japanese prefectures were told to take shelter.
According to reports, Kishida called the missile launch an "outrageous act."
The South Korean and Japanese governments as well as the United States condemn North Korea for launching missiles into the ocean. According to NHK, just seven North Korean missiles have flown over Japan in the last year. North Korea has conducted nearly two dozen missile tests this year, at least two of which involved launching longer-range intercontinental missiles, as tensions in the region rise and as the country's leader Kim Jong Un pursues a strategy of modernizing his military.
South Korean intelligence officials believe that North Korea will conduct a nuclear test in October. The country has been without a nuclear test in five years. Kim said last month that North Korea won't give up its nuclear program even though his country has faced sanctions.
The militaries of South Korea, Japan and the United States conducted their first joint anti-submarine drills in a year last month as North Korea builds up its submarine fleet.
