The members of the New York City council are concerned about bike lanes. Citizens would be rewarded with a percentage of the ticket if they submitted photographic evidence of blocked bike lanes.
Ask any New Yorker with a bike, and they will agree that the city's bike lanes are poorly managed. Cars, delivery vehicles, cop vans, and other obstructions block the lanes that run along some of the busiest streets in the city. Some power may be returned to New York cyclists. Civilians will be able to submit photos of blocked bike lanes under a bill sponsored by Lincoln Restler. 25% of the ticket value can be given to the submitter after an investigation. Someone who submitted violations could make a living.
The bill would create a new violation and civil penalty for hazardous obstruction by a vehicle of a bicycle lane, bus lane, when bus lane restrictions are in effect, sidewalk, crosswalk, or fire hydrant. The Office of Administrative Trials and Hearings would give 25 percent of the proceeds from the DOT proceeding to the civilian who submitted the evidence.
Restler did not reply immediately. The bill is modeled after the city's citizen air complaint program. New Yorkers can file a complaint against idling trucks and buses in order to get 25% of the ticket.
