The stopgap funding measure was passed by the House on Friday.
The continuing resolution measure was approved with a majority of Democrats voting in favor. The Senate passed the same resolution a day earlier.
It is expected to be signed into law by the president.
The government would have been forced to shut down if the resolution had not been approved.
Emergency aid for Ukraine is included in the resolution, along with $1 billion for heating and utility assistance.
The bill needed to be passed before the final budget could be worked out.
