The federal government would have been shut down if not for the legislation passed by the Democrats and Republicans. There was a final vote of 231-199.
The bill is expected to be signed by the president before the deadline. Through December 16, the federal government will be funded.

Billions of dollars were allocated for disaster relief, but Puerto Rico and Florida are expected to request more.

Manchin's proposal was included in the deal that secured the West Virginian's vote to pass Democrats' massive climate and healthcare spending plan.
Lawmakers are not expected to return to Washington until after the election.

Florida is asking for more money to help with the recovery from Ian. Bipartisan groups of senators are trying to get enough support for a historic codification of same-sex marriage rights. The hope is that Congress will ban stock trading by members.
Schumer said on the floor that members should be prepared for a busy agenda in the final two months of the congress.
