According to a Thursday statement from the Kremlin, President Putin called the sabotage of the natural-gas line an act of terrorism.

Natural-gas leaks were first detected in the Baltic Sea on Monday. Sweden found a fourth leak on Wednesday.

The NATO said in a statement that the damage was the result of deliberate, reckless, and irresponsible acts. Any attack on Allies' critical infrastructure would be met with a united and determined response.

The damage toNord Stream appeared to be the result of state-sponsored terrorism, according to the Kremlin's spokesman.
