The Kremlin said on Thursday that Putin would sign a decree on Friday to annex four Ukrainian provinces that are not under Russian control.

Even though only Luhansk is fully under Russian control, Russia will claim the occupied Ukrainian provinces as its own territory.

The annexation orders are expected to be signed on Friday.

The signing of the decree will be followed by a speech from Putin, according to the Kremlin's spokesman.

Even though the annexation of these four Ukrainian provinces is unlikely to be recognized by any major international powers, it could lead to more sanctions against Russia.

The labeling of Putin's speech as "unofficial" indicates it will be directed at a foreign audience. Putin said in his last public address that he was prepared to use nuclear weapons. The annexation will allow Putin to claim the Ukrainian provinces as his own and will prompt him to threaten the use of nuclear weapons to defend them.
