Richarlison said on Tuesday that racism will continue if authorities don't take action.
Ferdinand said that football can help highlight issues and make the authorities and powers that are put in place to protect people.
It's not happening. It is disappointing.
Richarlison was criticized for his showboating against the Forest.
The 25-year-old was tackled by Brennan Johnson after performing some kick-ups in the closing minutes of the game.
The reaction to the two incidents was excessive according to Ferdinand.
Ferdinand said that there was as much hysteria on social media and in the media as there was when Richarlison was attacked.

Richarlison was offered support by Spurs.
If the identity of the person who threw the banana is a person from Tunisia, the FtF will apologize on behalf of him and all the people of Tunisia.
Ferdinand said that action from the federations isn't strong enough because of the racist abuse Vinicius Junior received during the derby match.
Hate speech had no place in the league.
Ferdinand believes that racism is welcome in football.
"I don't see the federations coming out and absolutely backing these players and going against it or a big press conference being called and saying'we ain't having this'," he said.
