The United States Embassy in Russia told Americans to leave the country immediately and warned them not to travel to Russia because of a mass exodus of people who are eligible for military service.

Russia may refuse to acknowledge dual citizenship, deny them access to U.S. consulates in Russia, and even conscript dual nationals into the Russian military according to the security alert.

Military-age Russians have been fleeing to other countries after Russian President Vladimir Putin declared "partial mobilize" of armed reserves last week after Russian forces faced major territorial setbacks in Ukraine's eastern Kharkiv region.

The European Union shut its airspace to Russian flights in February, and the cost of one-way flights out of Russia has gone up.

The US Embassy in Moscow told Americans in Russia not to attend political or social protests and not to take pictures of security personnel who attend.

In August, the State Department advised Americans not to travel to the country and to leave if inside.

Current members of the Russian military reserve and people who previously served in the country's armed forces will be the only ones who will be affected by the decree. Bill Burns, the director of the CIA, told CBS Evening News that the threat must be taken very seriously. The New York Times reported that more than 1,250 people have been arrested in Russia for protesting against Putin's military service. The bill Putin signed just three days after declaring partial mobilize was a source of anger. Concerns were raised that Putin could impose martial law in annexed territories and possibly prevent military men from fleeing.

On Tuesday, Russian state news outlet RIA claimed overwhelming support in sham referendums to annex occupied areas in eastern and southern Ukraine, setting the stage for potential further escalation. Putin said in a speech this week that Russia'sterritorial integrity is not off the table.
