The sport's "most comprehensive consultation ever" led to the proposal to scrap relegation for 'Category A' Super League clubs.

To be guaranteed their place in the league, top-flight clubs need to meet on and off-field criteria.

A calendar with international matches is one proposal.

A strategy to boost the women's and girls' games is being pushed.

The highest ranked Category B clubs would make up the division in Super League.

The elite Super League would be decided on a yearly basis on the basis of the clubs' performance on and off the field.

The Championship and League One divisions would be filled by the remaining clubs.

Rugby league and a form of licencing has been around for a long time, with the Super League giving out three-year licences to clubs in 2009.

The number of overseas clubs would be capped under the plans, as would the number of domestic clubs.

There will be a chance for clubs to give feedback on the proposals.

There are other recommendations by the company.

  • A re-positioned calendar which optimises flow, narrative and engagement, incorporating regular "peaks" of interest and a compelling season climax.
  • Operations to be centralised where this can maximise efficiencies and drive incremental revenue (e.g. ticketing and digital infrastructure).
  • A new brand strategy to be introduced and aligned with the above commercial strategy.

There is a recognition of the need to make significant changes to address a range of challenges facing the sport at all levels, and recommendations for those changes which have the potential to transform the approach, mood and reality of rugby league in the UK and beyond.
