Eddie Hearn says there is no chance that the contract will be signed on Monday.
The deadline was set by Frank Warren.
On Friday, he said Joshua doesn't want to fight him and that the fight would be in December.
"IfFury really wants to fight, he'll let the teams deal with it," said Joshua's promoter.
Joshua was offered the fight despite being defeated by Oleksandr Usyk in August and failing to regain his titles.
The offer has been accepted by Joshua's team.
The contract could not be signed on Monday.
I hope we can get it over the line on Monday. The only thing that can hold it up at the moment is the broadcasters, he said.
He wanted the fight. We have told them that they can be involved in all of the contracts, as well as setting the budgets for the under card.
He said his team was getting the contract checked after waiting nine days to get it.
If he doesn't want to fight Joshua, then he'll do what he'll do and the fans will fall for it," he said.
Fans are not falling for it.
It's going to take time but we have a meeting on Monday with everyone. He doesn't want the fight if he puts a time frame of Monday on it.
The fight is off if he leaves on Monday.
