The 83-year-old man who died from cancer in June was remembered by those in attendance.
One speaker said that even though he was blind, he packed his oxygen when his kickstand went up.
A spokesman for the sheriff's office said there were no major incidents at the funeral.
He said that the Sheriff's Office, the Police Department, and the Highway Patrol planned to be visible.
Two people were on the infield of the track and needed medical assistance. There was no traffic on Wilson Way as of 4:30 pm. The California Highway Patrol could not immediately be reached for comments.
The president of the business that operates the speedway said about 7,000 people showed up for Barger's funeral. Some came from California, others from other states.
The track infield was filled with people gathered in front of a stage adorned with roses where Barger's family and friends spoke. The Oakland chapter of the Hells Angels was founded in 1957.
The club has chapters across the world and is considered a gang by the Department of Justice. He had a role on the television show "Sons of Anarchy" and was a consultant and author.
The Associated Press reported in 1988 that Barger was convicted of conspiracy to kill rivals and blow up their headquarters.
The Fryed Brothers Band was supposed to perform at the funeral from 2 to 8 p.m.
