"These rains will produce life threatening and catastrophic flash and urban flooding across Puerto Rico and the eastern Dominican Republic, along with mud slides and landslides in areas of higher terrain," the center said on Sunday.

Hundreds of people have been evacuated or rescued across Puerto Rico due to flooding that submerged cars, the ground floor of buildings, and an airport runway.

Governor Pedro Pierluisi said that the damages were catastrophic.

Luma said on Sunday that the storm caused an islandwide power failure. The company said it is working to restore power.

The center said that tropical storm and hurricanes are likely to continue in parts of Puerto Rico. The Turks and Caicos and the eastern Dominican Republic are expected to be affected by a storm on Tuesday.
