The investigation by the International Criminal Court is expected to take a long time and it has only indicted a few individuals. Even if Putin is indicted on war crimes charges, the court can't arrest him alone. It relies on its 123 members to make arrests. The country's legal system could be challenged by the high volume of war crimes cases that could still be prosecuted.
