There are a lot of apps that have free reign to send me notifications until I get annoyed. I don't want them to tell me that the developer has updated their weird photo management app because I will never use it.

When developers play by the rules of the system, it's easy to create new notification categories to get around the ones a user has silenced. There are 30 different notification categories in the core app of the internet giant. It's good to figure out what they mean. They're constantly changing.

It's not possible to force apps to ask permission before sending notifications. People are likely to give Amazon permission to send notifications only to be stuck with ads because they still want delivery updates. It is better to cut off some of the junk before it arrives than it is to hunt it down after it arrives.

Even though this change is necessary, it will take a long time for it to have an effect. Most users have to wait a long time for an update. Only a small percentage of devices were newer than version 11. The first version of the operating system was released in 2020. It could be a long time before your phone supports this feature.

Developers won't be required to support it just yet if you own a phone that will support it soon. It is likely that apps will be required to ask permission before sending notifications before the end of the decade. Some apps may hold out as long as they can.
