The planned service between Manhattan and College Park Airport couldn't be launched on Tuesday.

The carrier is trying to start service to Washington Dulles from the Skyport Marina in Lower Manhattan.

The Manhattan- College Park flight would have been the only regularly scheduled service within the flight restricted zone that covers the D.C. Beltway. The service will be flying in the middle of August.

The plan was disrupted when the TSA expressed concerns about the route.

I don't want to go into too much detail. Manice said that the relationship has been constructive so far.

The TSA wouldn't say its concerns.

The FAA and theTSA are working together to explore and address security options. We will not comment on those concerns because this is a matter of transportation security and is considered to be sensitive security information.

According to Manice, the launch will be delayed until at least early November and possibly until the carrier is back in the air in March. He expects the carrier to fly New York-Dulles 10 times a week. The talks with Dulles are close to being completed.

The company flies nonstop from Manhattan to seven destinations in New York, Connecticut and Massachusetts.
