England have more options in attacking positions than they do at the back, so they can't be put in the same group. Shaw played a key role in England's run at Euro 2020 and scored in the final against Italy, but he's not certain to go to the Middle East. Alex Telles was brought in to compete with him for the left-back position. Telles moved to Sevilla on a loan and Ten Hag asked Shaw if he wanted to stay.
Shaw hasn't played since the loss at Brentford on the second weekend of the season and Malacia has won praise for his performances. It's likely that he would have to make a significant contribution at United before he could be considered for the left-back position, since he doesn't have the same depth on the left.
