Lindsey Graham is set to unveil a new bill Tuesday that aims to restrict abortion access nationwide, a politically risky move that comes as the Supreme Court's overturn of Roe v. Wade and a slew of near-total abortion bans in several Republican-controlled areas.

Graham will hold a press conference at the U.S. Capitol to announce the "Protecting Pain-Capable Unborn Children from Late-Term Abortions Act"

The bill is expected to propose a 15-week nationwide abortion ban, but it is unclear if there will be exceptions for rape or incest or to save the mother's life.

Those exceptions were included in Graham's earlier proposals.

The Republicans are looking to take back control of both the House and the Senate in the fall, but Graham's announcement of nationwide abortion restriction legislation less than two months before the election is fraught with risks. At least nine states have completely banned the procedure, as a result of laws enacted by several Republican controlled states. In Kansas, a ballot measure pushing more abortion restrictions was defeated by a wide margin.

Moderate voters in key swing states might find extreme anti- abortion stances unpalatable. The issue of abortion access has caused Democratic candidates to highlight their previous comments and stance on the issue in order to win over female voters.
