The tiebreaking vote on voting and reproductive rights will be cast by the Vice President.

She said that she couldn't wait to cast the deciding vote to break the cloture.

If the Women's Health Protection Act passes the Senate, President Joe Biden will sign it, according to Harris.

State regulations would be thrown out under the bill. The Women's Health Protection Act was approved by the US House. When it went before the Senate in February, the Supreme Court overturned the landmark decision that made abortion legal up until 24 weeks.

Democrats will need to hold onto their seats in the Senate in order to pass the bill.

She said that they could put into law the protections of the case.

Harris said it's likely to stay in place for other issues if the Democrats win a majority in the Senate.

The carve out would be for reproductive and voting rights.
