According to witnesses and funeral attendees, Owens wasn't armed.

According to The Post, Owens' blood was sprayed everywhere and his son was caked by it.
"They shouted at him." Whitecotton said that they just said "Jason" and then began firing. There wasn't any identification for them, they were U.S. marshals. The man did not get any help from them. They didn't touch him to give any aid.
Owens embraced a family member after placing his father's casket into the hearse. He died a short time later.
Owens' name was on a list of fugitives to be taken into custody, but the US marshals haven't said why.
Owens was sentenced to up to 13 years in prison for fleeing from a deputy. He was released on parole in April last year after prosecutors said he tried to kill the deputy.
Two officers pulled up to the scene in different cars. She said one of the cars nearly hit Whitecotton.
She told The Post that she jumped up on the curb and looked at the man.
A man in shorts and a shirt jumped out of the car. Swiger said she saw a white truck almost hit her mother's car as the driver pulled into the parking lot.
Swiger said that she and other mourners were told to step back from Owens' body or they would be shot.
