The Los Angeles Angels are accused ofreneging on verbal agreements to sign two teenage prospects in the Dominican Republic.

According to Passan, Keiderson Pavon claims he agreed to a contract with the Angels when he was 14 years old. He said L.A. agreed to a $425,000 contract when he was a teenager.

Passan shared a video that is said to show Pavon with an Angels scout who says the young player is "signed" and is met with a celebration.

The Angels have a new general manager in place. The approach to Pavon and Fanas was changed by a new front office. The team said it wouldn't tender their contracts, according to them.

The Angels and MLB didn't comment on Passan's story.

Passan talked about how the lawsuit could affect the rest of the league.

The potential consequences of the civil actions, which were filed in May 2021 and have not previously been reported, are enormous. Hundreds of early deals are agreed to by teams and players each year but the practice would be less common if a judge deems them legally binding.

In March, MLB and the MLB Players Association agreed to work on a draft to replace the current system for signing prospects from abroad. In July, the proposal fell through.

The widespread corruption of top amateur prospects outside of the US was pointed out by supporters of the international draft.

Passan's report will likely increase the calls for a draft or another plan to create a formal framework that paves the way for young international players, even if the lawsuit's outcome isn't clear.
