A group of South Carolina senators voted Tuesday to remove exceptions for rape and incest from a proposed abortion ban with Democrats choosing not to vote.
The Senate Medical Affairs Committee voted in favor of all Republicans. After taking a break, the committee decided whether to send the bill to the Senate floor or not.
The same bill without exceptions appeared to fail in the more conservative state House last week before some Republicans maneuvered through a series of votes to allow abortions for rape and incest victims.
Senate Minority Leader Brad Hutto said that Democrats wouldn't help Republicans by making an awful bill.
The Republicans need to own that they are trying to control women's decisions in South Carolina. During the break, Hutto said that the governor needed to own that.
Democrats were told their strategy was short-sighted.
They didn't help women when they had the chance.
The exceptions for pregnancies caused by rape and incest can't be found in the bill. Republicans and Democrats make up the state Senate.
Two of the Republicans are on the medical affairs committee. The committee has six Democrats on it.
He told the committee that the rights of a mother who is pregnant to control her own body have to be balanced with the rights of the fetus to live.
If the state requires more women to have babies, they owe it to them to give them better prenatal care, educational opportunities and birth control options so they don't get pregnant.
When the mother's life is at risk, the bill does not ban all abortions. There were exceptions for pregnancies caused by rape and incest. The doctor would have to tell the woman the rape will be reported to the sheriff within 24 hours of the procedure. Up to 12 weeks after conception, the bill would only allow abortions.
The proposal requires a father to pay half of her insurance premiums and child support when she is pregnant. The father of a child conceived by rape or incest is responsible for the full cost of mental counseling after the attack.
Once cardiac activity in a fetus is detected, South Carolina has a ban on abortion. The South Carolina Supreme Court is reviewing the law to see if it violates the state's right to privacy. South Carolina has a 20-week abortion ban.
State Legislatures have had mixed success in banning abortion. The rape, incest and life of the mother exceptions will no longer be allowed in Indiana later this month. During a special session in July, the Legislature was unable to agree on stricter rules.
When Kansas voters rejected a ballot measure that would have allowed the state's Legislature to ban abortion, legislators in South Carolina began to pay more attention. In the 2020 presidential election, Donald Trump received the same percentage of votes from the states.
