Kirill Stremousov, deputy head of the Russian-backed administration in Kherson, said on Monday that the referendum would be put on hold due to security issues.
He said there would be no "pause" because a date for the referendum hadn't been set.
Stremousov said in a video posted on his Telegram channel that the referendum will be held in any weather.
A resistance movement has already been waged guerilla warfare against Russia's occupying forces, as evidenced by the announcement.
Ukrainian President Volodymyr Zelenskyy said on Monday that his country had regained control of three settlements.

Stremousov posted a video of himself in Russia, claiming he was on a business trip. He said he would come back to the city.
