The EU's top diplomat said that member states are running low on weapons at home because they have given so many to Ukraine.
Josep Borrell, the EU's high representative for foreign affairs and security policy, said on Monday that the military stocks of most member states have been exhausted.
He said during a debate with European lawmakers that countries should buy work together to buy replacements for themselves, as that would be cheaper than each country doing it alone. It's the best way to refill. It will be a lot less expensive.
A $500 million fund was proposed by the EU for member states to buy weapons.
Borrell said that the EU should have started training Ukrainian troops a year ago.
