Howard is the first top pick to win the award since A'ja Wilson did so last year.
Howard, a guard out of Kentucky, excelled immediately at the pro level after the Dream traded the top pick to Washington.
All rookies in points, assists, steals and minutes per game were led by Howard. She was third in the league in 3-pointers made with 85.
Howard was selected as an All-Star and set Dream franchise rookies records. She is the first Atlanta player to win the top rookies award.
2 pick NaLyssa Smith of Indiana received one vote, as did the third pick, Shakira Austin of Washington. Chicago's Rebekah Gardner and Indiana's Queen Egbo were also on the all-rookie team.
