Zelensky told the UN Security Council that the attack took place in a small town in the central Dnipropetrovsk region that is home to only 3,500 people.

While first responders were on the scene, he warned that the casualty toll could go up.

The president's office said that an 11-year-old was killed by a separate instance of rocket fire.

Russia has denied that it targeted Ukrainian civilians.
