Apple has confirmed that it will change the way major operating system updates are rolled out. The public build of the new iPadOS won't be released at the same time as the nextiOS. After Apple's usual September event, it's expected that the newest version of the operating system will arrive. The next iPadOS will be released this fall.
It won't offer iPadOS 16.0 to everyone, but it will offer iPadOS 16.1 for the public. It's not clear if Apple will release the two operating systems at the same time in order to get them back on track.
This is an important year for iPadOS. Apple said it has the ability to deliver iPadOS on its own schedule. iPadOS will be released in a free software update this fall.

The Stage Manager issues were supposed to be solved by iPadOS 16. It was suggested that the OS would arrive in October. It's thought that Apple will release a new version of its operating system in October. Stage Manager is a better experience on the desktop than it is on the iPad.
