LifeMiles is offering a bonus when you transfer LifeMiles to another member, rather than just giving you a bonus for buying miles.
You can get a 115% bonus when you transfer LifeMiles to someone else.
This bonus is only valid when you transfer miles between LifeMiles accounts. Transferring flexible points to LifeMiles isn't covered by this. If you have an existing LifeMiles mileage balance, you can use this.
You can transfer up to 75,000 miles per year if you pay 1.5 cents per mile. You would get 161,250 miles in the account you transfer to if you transferred 75,000 miles.
Being able to consolidate miles into a single account is similar to being able to generate miles for 1.3 cents per mile.
If you want to consolidate miles into a single account, earning miles for 1.3 cents is a good deal.
The actual cost could get even lower. LifeMiles processes mileage transactions directly, meaning that this would qualify as airfare spending if you take advantage of this. If you use one of the below cards, you will get bonus points for airfare spending.

You can redeem LifeMiles on all Star Alliance airlines if Avianca is in the alliance. There are no fuel surcharges on any awards for one-way premium cabins.
It's possible to stretch your miles further with promotions on redemptions.
Personally I don't buy points speculatively, but with a specific use in mind this could be a great value, whether you're looking at traveling in first class on All Nippon Airways or in business class on many airlines.
LifeMiles doesn't have access to the same award availability as Star Alliance partners. The inverse is true if the program doesn't have access to partner awards that other airlines have.
If you want to get a sense of how award availability lines up with your needs, you should do some dummy awards.
The LifeMiles program gives a bonus on transferred miles a few times a year. You can get a bonus when you transfer miles. It's a good value to be able to generate LifeMiles for less than a dollar each.
I would only take advantage of this if you have a short term use for LifeMiles in mind.
