The small council meetings from Game of thrones were always absolute snake pits.
Lord Varys was known as The Spider. The famous line, "Chaos is a ladder?" was uttered by Lord Baelish, also known as Littlefinger.
We've only watched one episode of House of the Dragon, but it looks like we've found our contender for biggest snake.

The characters who don't wear their sleeves are the sneakiest. Tyrion caught Grand Maester Pycelle in the act of passing on private information by feeding him different versions of the same story. The Grand Master was caught because he wasn't very good at hiding his true colors.
In the first episode of House of the Dragon, it's obvious who the secret character is going to be: King Viserys' brother, Prince Daemon, who can be seen at one point being spied on by the small council.
Is he the Lord Varys or Lord Baelish? Yes, absolutely no!
The King's Hand appears to be the title of the first episode of the show.
We need to look at the evidence. It's clear that the King believes that Hightower can do no wrong. During an argument with his brother, Viserys referred to his brother as an "undoubted and loyal hand," before declaring that he was a "more honorable man than you could ever be."
Is this real? There is a way in which Hightower gleefully snitches on Daemon. Daemon's dismissal from King's Landing was caused by the King's brother making a mock speech at a brothel and saying terrible things. According to information he has received from three separate witnesses, Hightower is the one to report these things. It sounds like Lord Varys would do that kind of thing.
Hightower invited Alicent to his chambers before telling her to go to the King to comfort him after his wife and son's deaths.
"He'll be happy to see you, you might wear one of your mother's dresses," said Hightower.

Otto Hightower was able to remove his biggest rival from King's Landing while at the same time trying to solidify his loyalty to the King by using his own daughter as a pawn.
Daemon describes a second son who will inherit nothing he doesn't seize for himself.
