A club record 45m (£38m) fee has been paid by Wolves for Portuguese player Matheus Nunes.
Many leading clubs in Europe have been watching him.
He scored eight times in 101 appearances for the club after joining in 2019.
He is expected to be in Portugal's World Cup squad this year.
In the 2020-21 season, he was part of the team that lifted the Portuguese league title.
The Wolves paid a transfer fee for a player.
Nunes told the club's website he was impressed with manager Bruno Lage's desire to bring him to Molineux and encouraged to move by "some of my team-mates because I play with them for the national team".
The coach wanted me to play in the premier league. He said it was the right next step for him and he was very happy to be here.
Wolves started the new top-flight season with a loss and a draw.
The game between Lage's side and Spurs is scheduled to start at 12:30 BST.
