Two former mining regulators want to know how bad strip mining was in Eastern Kentucky.

The Courier Journal reported on Monday that Jack Spadaro, a former top federal mine-safety engineer and lawyer, as well as a retired state mining regulator, said that mining practices worsened after the flood. There are two people that are still missing.

If an area has been strip mined, the soil has been stripped off, and the upper layers of the soil and rock have been dumped into a valley fill, there is no water retention.

State and federal authorities want to know how much of an environment impact logging, gas wells, and power lines have on the environment.
