The third match of the competition was scheduled to take place on 21 November.
The opening game of the tournament was to be between the Netherlands and Senegal.
The administrative arm of the governing body submitted a proposal to relocate the game.
After receiving a request from the South American confederation, it followed discussions with the two countries.
It's similar to the tradition of either the hosts or the holders being involved in the opener.
The final decision will be made by the bureau of the council which includes the six confederation presidents.
If it is approved, the release dates for players wouldn't be changed, and the game against the Netherlands would be moved from Monday to Thursday.
The Group B match between England and Iran will not be affected.
