The decision is the latest blow to Trump, who has been unsuccessful in his attempts to shield his tax returns and business related documents from investigations.
FBI agents searched Donald Trump's Mar-a-Lago Club in Palm Beach, Florida, as part of an investigation into the removal of sensitive documents from the White House.
According to the appeals panel, the House committee had the right to get Trump's tax records.
A federal district court judge made a previous decision in December.
The D.C. Circuit Court of Appeals could be asked to re-hear the case.
