Howard touched the ball over the Australia goalkeeper and into the net after Peel swept the ball in goalwards.
Anna Toman, from a penalty corner, sent a strike crashing against the post as England tried to get back in the game.
After a lengthy video review, the Hockeyroos were confirmed to have pulled a goal back in the dying seconds of the game.
Four years ago, Australia lost to New Zealand in the gold medal game, the second successive Games in which they have lost.
Pearne-Webb said: "Just pure relief - it was a bit of an up and down game."
Pearne-Webb is a member of the England squad that won an Olympic gold medal. In the two years leading up to the Olympics, the home nations compete as the Great Britain.
Grace Balsdon finished the tournament with six goals.
