Georgia Baker beat Evans in a sprint for the line to win the silver medal.
Sarah Roy won a bronze medal for Australia.
New Zealand's Gate and South Africa's Impey were the winners.
Gate had already won three track cycling medals in the team pursuit, individual pursuit and points race at the time of the gold medal win.
Geraint Thomas was the bronze medal winner in the time-trial.
He was taken back by the rest of the group, which included the England trio of time-trial silver medallists.
Northern Ireland's Matthew Teggart finished fourth, followed by Wright, Turner and Thomas.

Brown was part of a six person Australia team who were rarely off the front, chasing down the break and making sure of a sprint finish after 112 km.
In addition to her victories in the team pursuit and points race, Baker also claimed her third gold medal.
