A proposal has been made by the Biden administration to trade the former marine and the Russian arms dealer for each other.
During an interview on a radio show, Trump commented on the deal.

According to the New York Times, Bout was accused of selling weapons to the Taliban.
"He will get a free card, and we will get her," Trump said. She admitted that you don't go in there with drugs. I think she admitted it because it is what it is.
It certainly doesn't seem like a very good trade according to the former president. He's one of the worst people in the world and he's going to be given his freedom because a potentially spoiled person goes into Russia with drugs.
