The team of Ondine Achampong, Georgia- Mae Fenton, Alice Kinsella, and Kelly Simm were able to top the score by three points.
The squad followed in the footsteps of the men, who won team gold on Friday.
Both Wales and Scotland finished in the top six.
Canada won the gold medal on the Gold Coast four years ago.
England led Australia by just 0.050 points going into the final rotation but had the advantage of taking on vault, which is more difficult to score points on than the floor.
The best score of the day was posted by Achampong after Kinsella had top-scored on the floor.
Australia's Georgia Godwin scored highest on beam, followed by the English trio of Kinsella, Fenton and Achampong.
With the team's top three scores counting, Simm's vault and bars scores were not included, along with that of Fragapane.
She was back on the team for the first time since an injury kept her out of the Gold Coast Games.
She said it felt amazing. I was emotional the entire time. I've had a lot of injuries, but these girls helped me and I'm really happy.
She competed in her first senior major tournament. It is so different to junior. I have never had a crowd of this size.
Four years after England's last gold, Fenton and Kinsella were part of a silver medal winning team.
It felt great to be back with this group. Kinsella said that they all went clean and that he was proud of them.
The Gadirova's were not included in the team because they were focused on the European Championships.
Kinsella, who won a gold medal on the beam at the Commonwealth Games as a 17-year-old, finished first in the all-around finals, just ahead of Achampong.
