According to documents obtained by The Tribune, a Pismo Beach police sergeant resigned last month after engaging in oral sex while on duty.

Adrian Souza worked for the agency for 14 years and was a sergeant for 3 years.

According to a report by the police department's internal affairs division, Souza engaged in consensual oral sex at least three times while on duty.

He sent sexually explicit messages, photos and videos, including a picture of his penis sticking out of his police uniform pants, while he was on the job, according to the documents.

The Internal Affairs report states that Souza began a relationship with a woman after he pulled her over for not wearing a seat belt.

A few weeks after the traffic stop, the two ran into each other while the woman was reporting on a water rescue.

The woman told investigators she sent Souza wine and her personal cell phone number to thank him for allowing her to leave with a warning.

Souza told investigators that he did not get wine.

According to the report, Souza and the woman dated on and off for more than a year. They kept texting until June 2021.

While they were dating, the two mostly met while Souza was off-duty, but had some on-duty encounters.

During their on-duty meetings, Souza and the woman kissed. According to the report, the woman said they would make out, engage in heavy petting, and sometimes Souza would touch her with his fingers.

Despite Souza having a new girlfriend in June 2021, the two kept in contact.

A woman sent a complaint to the Pismo Beach Police Department, saying she and Souza met four times. She said that Souza received oral sex while on duty, in full uniform, and driving a police vehicle.

While I expect better behavior of myself for doing such a shameful act with a man, I know you expect your officers to hold themselves to the highest standards of honor and service.

After three months of investigation, Souza was terminated on May 25. On June 10, he resigned from the department before he was terminated.

The city of Pismo Beach has made available redacted records relating to former Sergeant Souza, consistent with California law, according to the assistant city manager. The records show that the former officer engaged in inappropriate conduct with a consenting adult partner.

A lengthy and thorough investigation was conducted by the city after they were first made aware of the conduct. The sergeant resigned from the Pismo Beach Police Department as he was about to be reprimanded.

Souza wasn't charged with a crime related to his on-duty conduct.
