The fatal traffic cone attack on a 73-year-old man was witnessed by a 13 year old girl who was shot in the head.
According to a news release, the girl was shot on the evening of July 22 in the northern part of Philadelphia.
Police said the girl was shot in the ear and jaw.
She is in stable condition after being taken to a hospital.

A video shows a group of teens attacking a man with a traffic cone and then filming themselves. The man died from his injuries.
Four teens turned themselves in and two of them were charged with murder.
The victim of the shooting has not been charged.
Police have no information at this time to confirm the two incidents are related.
There are no arrests or weapons recovered in the new shooting that is still being investigated.
