All members can be removed from a group before a group is deleted. If the owner is the only one in the group, then they will be able to remove it.
Group admins can archive a group, which means that the group won't show up in Facebook searches for non- members and new members can't join. If the original owner leaves the group, admins can't remove it.
There is a way to remove a group on Facebook.
