President Joe Biden will announce a series of new executive actions on climate change during a speech Wednesday afternoon, though he will not declare a climate emergency, and his plans include more funding for flood control programs and support for families with low incomes.

Biden will move forward with executive actions after his climate change agenda was stymied by Manchin. An official from the White House told reporters.

According to reports, he plans to announce additional money for communities facing extreme heat through the Federal Emergency Management Agency's (FEMA) Building Resilient Infrastructure and Communities program.

New guidance will be issued by the Department of Health and Human Services to the Low Income Home Energy Assistance Program.

An official with the White House said that the administration wants to boost the domestic offshore wind industry.

Biden will deliver a speech on the actions later this afternoon during a visit to a former coal-fired power plant, Brayton Point Power Station, in Massachusetts, which is set to become a manufacturing plant for cables to help power Massachusetts' offshore wind industry.

The United Kingdom, which experienced its hottest day on record on Tuesday, is one of several countries under extreme heat. More than 100 million people in the US were under a heat advisory on Tuesday. The U.S. must act now or never to limit global warming to 1.5 degrees, according to the UN.

Manchin told Democrats last week he wouldn't vote for a package of legislation that includes new spending on climate change or a hike in taxes to finance it. Some Senate Democrats are pushing for Biden to declare a national climate emergency. Sources told the Washington Post that officials think doing so could help bring down carbon emissions. The White House is still considering a climate emergency declaration, but it isn't on the table for this week.
